I have reviewed the environment, service IDs, package IDs, MSISDNs, and request preview.

Subscription runs need a productId for Penrose DCB Service. Renewal runs need a subscriptionId unless the subscription response returns one. Recovery-only runs need a subscriptionId and recoveryTransactionId.
